研发费用“加计扣除”激发创新动能

!important">　　研发费用加计扣除，是企业为开发新技术、新产品、新工艺发生的研究开发费用，可以在计算应纳税所得额时，在实际发生支出数额的基础上，再加成一定比例，作为计算应纳税所得额时的扣除数额进行加计扣除。从1月1日起，制造业企业研发费用加计扣除比例由75%提高至100%，这是今年结构性减税中力度最大的一项政策。<p style="margin-top: !important">　　这项政策意义何在？简而言之，就是鼓励企业研发投入、支持技术创新。通过具体的例子更能说明问题。按照今年的新政策，企业每投入100万元研发费用，可在应纳税所得额中扣除200万元。实际发生100万元成本，按照200万元扣除，也就是通过加倍“放大”扣除额，大幅减少应纳所得税，这无疑是激励企业加大研发投入的“真金白银”式优惠政策。<p style="margin-top: !important">　　一系列数据充分说明了实施研发费用加计扣除政策的成效。“十三五”期间，全国研发费用加计扣除减免税额由726亿元提升至3600亿元。与此相对应，则是全国研究与试验发展（R&D）投入经费从2015年的1.42万亿元增长到2020年的2.44万亿元，成为世界第二大研发经费投入国。今年的研发费用加计扣除政策新政，预计可再为企业新增减税800亿元。可以说，加计扣除政策有效激发了企业研发投入力度和创新活力。<p !important">　　值得关注的是，今年研发费用加计扣除政策“加码”，不仅在于扣除比例大幅提高，还体现在研发费用加计扣除清缴核算方式上。以往这项优惠延后至第二年的汇算清缴才实现，今年先是明确上半年的研发费用改为当年10月份预缴时即可扣除，又再度“加码”，扩大至前三季度研发费用。资金就是企业的血液，提前享受到这项重要优惠，也就让血液循环更加畅通，有效增加流动资金、缓解资金压力。<p !important">　　减税降费要落实落细，除了优惠力度“加码”，还要在纳税服务上升级，减轻办税负担，才能真正把好事办好，增加企业获得感。今年对企业享受加计扣除优惠的留存备查资料进行了优化简化，有利于进一步便利企业享受优惠政策。当前，还有必要加大政策宣传力度，加强对企业开展有针对性的辅导，推动优惠政策直达快享，帮助企业特别是中小企业充分享受政策红利。<p style="margin-top:
